Urban Water Management Planning Act
In 1983, the Urban Water Management Planning Act (UWMP Act) was established by Assembly Bill 797, and the passage of this law recognized that water is a limited resource and that efficient water use and conservation would be actively pursued throughout the State of California. The UWMP Act requires that water suppliers providing water for municipal purposes either directly or indirectly to more than 3,000 customers, or supplying more than 3,000 acre-feet of water annually, prepare and submit an Urban Water Management Plan (UWMP) to the California Department of Water Resources (DWR) every five years.
Urban Water Management Plans
UWMPs are required to support the water suppliers’ long-term resource planning to ensure that adequate water supplies are available to meet existing and future water needs. UWMPs must assess the reliability of water sources over a 20-year planning horizon during normal, single-dry, and multiple-dry years, describe management measures and water shortage contingency plans, report progress toward meeting conservation goals and targeted reduction in per-capita urban water consumption, and discuss the uses and planned uses of recycled water.
MSWD Urban Water Management Plans
Mission Springs Water District (MSWD) previously prepared and adopted 2005, 2010, 2015, 2020, and 2025 UWMPs. Copies of the past MSWD UWMPs can be found at DWR’s Water Use Efficiency Portal.
California’s Urban Water Management Planning Act (UWMP Act) requires urban water suppliers in the state to adopt an Urban Water Management Plan (UWMP) every five years. The UWMP includes:
- A forecast of a supplier’s water demands and available supplies for the next 20-25 years,
- An assessment of the reliability of those supplies during normal and drought conditions,
- The programs a water supplier has in place to encourage water use efficiency, and
- Actions that suppliers could take to reduce demands in times of supply shortages.
2025 Coachella Valley Regional Urban Water Management Plan
The 2025 Coachella Valley Regional Urban Water Management Plan (Regional UWMP) was prepared by the six urban water suppliers in the Coachella Valley. The 2025 Regional UWMP meets each agency’s obligations under the UWMP Act, and demonstrates a collaborative approach to managing regional water resources while encouraging water use efficiency. The 2025 Coachella Valley Regional UWMP and MSWD's WSCP were adopted by the Board of Directors on June 3, 2026, and submitted to DWR on July 1, 2026.
