Assessment District 15

On Monday, September 18, 2017, a formal Proposition 218 ballot proceeding concluded with a public hearing of the Board of Directors for Mission Springs Water District. The proceeding and public hearing addressed the formation of a financing district that would provide approximately 50 percent match-funding for the costs of constructing a sewer collection system in the project area (see enclosed map).

The process included a direct mail program, multiple informational meetings, and mailing of official ballots to property owners as listed in the Riverside County Assessor’s database. As required under Proposition 218, a minimum of 45 days was provided between mailing the ballots and the public hearing where ballots were tallied.

Each ballot included two questions. Question one pertained to approval or disapproval of forming a financing district to provide local match funding for the area described as Assessment District No. 15. Question two pertained to approval or disapproval of forming a financing district to provide local match funding for the area described as Assessment District No. 15, Zone A. The difference between the two project areas is the inclusion or exclusion of the Hidden Springs Mobile Country Club.

Next steps:

  1. A Notice of Assessment was recorded on the title of each property in AD 15, Zone A for the purpose of financing sewer system improvements. You will not pay anything unless MSWD secures the grant funding to construct the project. The Notice of Assessment is active for up to ten years. If MSWD does not obtain funding, the Notice of Assessment will expire.
  2. If the project is going to proceed, there will be a Notice of Cash Collection forwarded to each property owner. This notice provides the opportunity to pay the assessment in full prior to it moving to the tax bill. The specifics about the terms of the loan (interest and timeframe) will be included at that time.
